Two letters from Yitzhak Nisnboym, sent 28 December 1894 and 31 July 1895, with excerpts from various books: Beit Lehem Yehudah; She’elot u-Teshuvot Heishiv Eliezer; responsa by Mordekhai Ziskind Rutenberg; Teshuvot Ha-geonim Batrai; Emunat Shmuel; and others, about the massacres and persecutions in Moscow, Bikhov (Bykhaw, Bychów), Mohilev (Mogilev), Pereyaslav, and other locations.

The protocols address following issues:
- Counteracting the mass emigration to Palestine of Jewish artisans burdened with taxes.
- On suppressing the activities of Zionist groups engaged in secret emigration, with the help of the GPU [State Political Directory].
- On increasing the number of teachers in the Jewish school.
- On creating a society of Jewish artisans in Khotsimsk.
- On the work of Jewish artisans and the studies of students of the Jewish pedagogical technical school in Gomel during the autumn Jewish holidays.
On organizing concerts and musical evenings on the holidays of Rosh Hashanah and Yom Kippur.
